The MUTCD serves as a national standard to ensure uniformity in traffic signs across the United States. Each state has adopted one of the following: the Federal MUTCD in its original form, the Federal MUTCD with state-specific modifications, or a unique state traffic control manual that sets standards for traffic control devices. These devices regulate, warn, and guide road users on all roadways within the state. To determine the specific laws and regulations governing traffic signs and control devices in your area, contact your state’s Department of Transportation or your local highway, public works, or traffic engineering department.

Manual of Traffic Control Devises MUTCD 2009


Traffic control devices (TCDs) play a crucial role in ensuring the safe and efficient movement of people and goods. The Manual on Uniform Traffic Control Devices (MUTCD) establishes minimum standards and provides guidance to maintain consistency in TCDs nationwide. Standardized traffic control devices—including their messages, placement, size, shape, and color—enhance road safety, reduce congestion, and improve transportation system efficiency. Uniformity also lowers costs through standardization. The MUTCD is based on years of practical experience, research, and experimentation, ensuring that TCDs are visible, recognizable, understandable, and necessary. As a dynamic document, the MUTCD evolves over time to address emerging safety and operational challenges.

The National Handbook of Traffic Control Practices for Low Volume Rural Roads (NLVR) is designed to support local government agencies across the United States in ensuring safer local roads for the traveling public. Recognizing the financial constraints on road construction, maintenance, and operations, the Handbook provides guidance that balances safety with cost-effectiveness. Its widespread use by local agencies will promote uniformity in road signage and markings, improving driver expectations and overall road safety. Additionally, consistent application of these practices may help reduce legal liability for local governments in the event of roadway-related lawsuits. The NLVR Handbook is intended for county and city engineers, county road supervisors, city street superintendents, township boards, and other officials responsible for the safety of low-volume roads and streets. Typically, low-volume roads are defined as those carrying 400 vehicles per day or fewer.
